Renaming sytem folder in "DOCUMENTS AND SETTINGS'

Can anyone tell me how to change the name of a sytem
folder in documents and settings "C"drive? When I try, a
message appears that says "This file cannot be deleted or
renamed". Any help would be greatly appreciated.

Steve, which folder are you trying to rename? Some of the folders are
expected to be in that location. You would have a tough time renaming
them but if you told us the name, we may be able to come up with a
suggestion.
