You are correc tthat a DVD-reader should be able to read
CDs. Further, CD reading drivers come with XP, so in
general a CD-reader or a DVD-reader will read CDs seocnds
after XP recognizes the new hardware.

Question: Are your CD formated for packet writing, such
as DirectCD or InCD? If so, you may need a "UDF reader"
to read them in normal CD-reader drive or a normal DVD-
reader driver. You can download a free UDF reader from
Adaptec or Roxio.

If not a packet written CD-RW, then I am at a lose why it
won't read CDs?
