Simple desktop shortcut question

I cant find out how to make a desktop shortcut to
disconnect my dial up modem from the internet.

note - modem port : COM2

help i need one for win 98 SE so i can schedule it with
task scheduler.

If there is also any other way to get a dial up connection
to redial when dissconnected but then dissconect
permanantly at 0650 hrs then reconnect and (reconnect if
dissconected) at 0710 hrs...
PLZ tell me...

If you dont find any solution, 3rd party software may be able to help.
