Shut-Down/Restart They do the same thing

Hi,

When I attempt to shut down my piece via "start -> Shut-
Down -> (click drop down and select) Shut-Down". It does
the same thing as clicking the drop-down and selecting
restart....i.e. I can't shut-down my computer unless i
manually hold the power button in on my tower.

I found a post that seemed like it might be the same
problem and it suggested that I go to "My Computer ->
Properties -> Advanced -> Start-up System Recovery
Settings -> Uncheck Automatically Restart -> OK -> OK".
When I did this and tried to shut down I got the blue
screen of death. Powered up and shut down again and same
blue screen error was duplicated. Reversed steps above
re: Auto restart and I don't get the blue screen anymore,
but I still can't "shut-down" it only restarts when I
select "shut-down".

Please help.
