Microphone trouble

I would like to install my microphone for use over the
internet (teamspeak), but i don't know how to set it up.
I've read the instructions and it says to use the speech
recognition tab under speech in the control panel. The
only problem is that tab doesn't exist for me. Any help
on the issue would be welcomed.
