Control Panel/Administrative Tools

Whenever I open the control panel and click on
administrative tools, I do not get a response. How can I
correct this .

>I visited Kellys-Korner and downloaded the msi bit,
opened it, but this did not solve the problem. I can still
get no response when I click on the Administrative Tools
from within the control panel.
