When switching from one user to another, the icons,
taskbar, and Start button have all disappeared from both
users' backgrounds. The only way to operate the computer
is to push control-alt-delete and go to Windows Task
Manager. The windows key on the keyboard doesn't function
either. Is there any way to get the Start button and
taskbar back?

When you open the task manager, on the applications tab, click new task.
Type explorer and click ok.
If this works, reply and someone may be able to help you set explorer as the
default shell.

No, explorer won't work. Using the browse function on
Task Manager is a sort of faux explorer, however, I can
only run one program at a time. I can't imagine how or
why this could have happened.
