I've recently switched from W98 and was used to doing some "manual" cleanup of IE's temp Internet files ... since W98's cleanup processes didn't really remove all the mess IE left behind I'd boot to DOS and then delete the folders that contained the TIFs.
The next time I'd boot into W98 it would create new folders and a "fresh" INDEX.DAT file ... this process helped me maintain decent performance.

How does XP handle cleanup for IE and what are the steps I should take?

In XP, you have a Disk Cleanup Wizard that you can use to clean up all of your temporary files (be that in IE temp folers, or Recycle bin). You can use that
for cleanup (its in Programs -> Accessories -> System Tools-> Disk Cleanup). Alternatively, you can do the same from IE. Go to Tools -> Internet Options
menu. In the General tab, there is a Temporary Internet Files which has a Delete Files button. You can use that to clean cached files (select delete all offline
content when prompted for the same). Also, you can delete cookies from the same place using the Delete Cookies button.
