Try safe mode.

HKCR is built of HKLM\Software\Classes AND HKCU\Software\Classes with =
entries in CU overriding LM entries. If they are CU then CU permissions =
apply. If they are LM then LM permissions apply.

If you are not able to login in the windows.Just run repair setup of windows
