I am running Windows XP Professional with security set for
Everyone to have "read and exceute" permissions on the C
drive. When I try to run a 16 bit Windows subsystem
program as a user I receive the following message:

16 bit Windows Subsystem

C:\DOCUME~1\username\LOCALS~1\Temp, A temporary file
needed for initialization could not be created or could
not be written to. Make sure that the directory path
exists, and disk space is available.

This doesn't happen when user has administrative
priveleges. How can I fix this problem without giving
users too much control?
