Where do I change keyboard setting

Help.

Someone loaded some software on my PC and the keyboard has been changed to a
German (?) layout (eg click q makes z). In Win 98 this used to be in the
Control Panel under Regional Settings. You could have a PC set to English
but a keyboard set to German.

How do I reset this.
