Mouse selecting active window without clicking

This feature was turned on and I can't find where to turn
it off. Normally with several windows restored down,
your mouse will not make a window active as you pass the
cursor over a window until you click to make the window
active. My mouse is automatically making windows active
by just passing the cursor over the window.
