Internet explorer

I currently have Windows XP Home on my computer. The
problem is with Internet explorer. Unless you are a
computer administrator (like my husband and myself) you
can not access internet explorer. Which means that the
other account holders (the kids) can't get on to the
internet. I have run a virus scan, it came back fine, and
now do not know what else I can do. I do not want to make
the kids administrators of the computer. Any possible
help you could provide will be greatly appreciated. Thank
