Verify the Bios time verses Windows XP time.
They should be an exact match.
If they're off, you could get an error your describing.
I had to do a complete reinstall of Windows XP to include
a complete repartitioning of my C: drive to correct the
problem.

I am trying to connect to either my dsl connection (VOL),
or my regular dial-up. Both connections show the
computer authenticating succesfully, and show that I'm
connected, but I can't do anything once I'm online.

being connected.

repair all the network connections in the registry?
