Hi,
I just purchased a new notebook. I had XP Pro installed on
the previous one and would like to "move" it to the new
one. I am concerned that it will not be activated on the
new one because it has already been activated.
Is there a way to un-install and remove the activation and
then re-install?

as long as you are using a retail version of xp, you may move it to a
different machine. however, once activated, it cannot legally be run on the
other machine simultaneously. you do not have to do anything except activate
xp once you install it on the other machine - you may have to call
microsoft, but once activated on the new machine all should be well.

You have to uninstall XP, but there's no such thing as
"unactivation," nor is it needed. If you move XP to another
machine, you simply reactivate it on the new one. If it's been
over 120 days, it should activate over the internet as it did the
first time. Worst case, if its under 120 days, you'll be given an
800 number to call to activate. You just explain what you've done
and you'll be given a long number to enter at the keyboard.
However all of the above assumes that you have a retail version.
If your old machine came with Windows XP, it's an OEM version.
The EULA for OEM versions ties it permanently to the first
computer it's installed on, and it can not be moved to another
one.
