formatting cd's

Can you format a cd with windows xp without using roxio?
How do you get roxio to format a cd?

You need to use packet writing software such as the Direct CD component of
Roxio's Easy CD Creator in order to format CDs. It is only necessary to
format CDs intended for packet writing. If you are using formatting to wipe
data from a CD for re-use, you would only do that with a CD-RW disk.

When you install Roxio's Easy CD Creator 5 or higher, it installs the Direct
CD format utility which is used for the purpose of formatting CDs.
