I know that you can drag & drop, cut & paste onto the menu & also into the
folder in Docs & setting etc, etc but in 98SE there was a facility to do it
from START/SETTINGS/ TASKBAR&START MENU & then proceed to browse, pick
particular EXE file etc.

Has that been dropped entirely?
I know it is in control panel but no choice to create entries on menu.

I hope I have explained myself OK?
Seems silly to drop such a handy fool proof idea!

Right click on the start button and select explore. This will list start
menu items that are individual to you.
For shortcuts that appear for all users, right click the start button and
select explore all users.
