And I have noticed that when I upload some home videos to
my sister in Florida, my upload speed wont go above 23
kB/s. I normally get 35 kB/s upload. Ive eliminated
everything I can think of besides SP2. Called up my isp
and ran a few tested and they said everything looked
fine. Please help.

This is a known issue in Windows XP. Read this article below:

SP2 is still in beta form.. why did you install it?..

SP2 is available now? I don't see it on Windows Update.

He's talking about the Tecnical Preview... Sp2 will come out in a few weeks
time :)

I actually didnt mean to. Theres no was of uninstalling
it is there? Guess ill just reformat. None of those fixes
work for me.

It's not obvious that the problem in the article is the cause of the
apparent reduction in upload rate. In the OP's specific case, can you say
how they are related?

In add/remove panel, is there a 'Show Updates' with a checkbox at the top?
If so, check it, a line for SP2 should show. You can try to uninstall SP2.
