logoff/ shutdown problem

When I try to shutdown or logoff through the start menu,
I am returned to the desk top. The screen goes grey until
I click logoff/shutdow/restart and I see the hour glass
for 1 second then back to the desk top. I can logoff or
disconnect form the Ctrl+alt+delete menu. Any
suggestions?
