Help? How do I adjust the icon spacings and text size?

Hi all,

I recently did a repair install and seemed to have lost my original custom
icon spacings (both vertical and horizontal) and I forgot how to get into
that. Could you please tell me where I can set the icon spacing as well as
the icon text size? Or where can I adjust the text size of the windows
explorer panes?

I don't have an appearance and themes icon in my control panel. How do I
get it?
