Is it true that DOS based programs will not run on Windows

No. It's false. Although some DOS programs won't run,
many--perhaps even most--will run just fine.
If you are concerned with specific DOS programs, post their names
here. Someone may have experience with them.

if program uses direct access to hardware it won't run
the other way try compability mode f.e. Windows 95
may be it helps

Question for anyone:
I am having problems runnin two programs (games)
X-Com (dos based)and X-Com Apocalypse on XP Pro.
Every time I initiate these two programs they start but
then immediately get shutdown with no errors. Any
suggestions?

There are probably hardware calls that are not allowed. If
the company that wrote/sold/supported the games is around,
check with them for patches/fixes.

Fortunately the company is around (Microprose), but
unfortunately they will not offer support for these two
games. I will check out the site you gave me though.
