How do i change the windows xp start-up and shut down screens?

Those images are embedded in executables, but there are some web sites
that offer hacked system files that allow you to use different images.
See www.themexp.org for some examples. That site calls the Welcome
screens "logons" and the boot screens "boot screens".

Or there are other sites where you can download the ntoskrnl.exe file thats
already been adjusted with boot screens.
