I had this too, but my system was taking one minute. It turns out the
problem on my system was caused by having a compressed (zip) folders in the
root drive. The zip file contained 12,000 files. By creating a new
directory named zip, and moving the files there, the problem disappeared.
Browsing compressed folders now seems very slow too? Any comments anyone at
Microsoft?

You have Automatic Updates enabled and Microsoft is asking if you want
an update most likely Service Pack-2.
You should install SP-2
To turn off Automatic Update:
Right click My Computer
Click Properties
Click Automatic Update tab
Check appropriate box and click OK.

I'm running XP SP2. How does your reply have anything to do with zip
folders in the root directory and XP SP2 being slow accessing the C: drive?

I had this problem cpu usage shot up to max I decided to revert to restore
point prior to installation bloody thing wouldn`t revert so went back as
far as I could don`t know how or why but things are working fine just slow
at start up. I think it must be checking for every up date in cyber space
