Rather than install SP2 over my existing setup, I will format the drive and
reinstall WinXP Pro.

Should I apply SP 2 right after the clean win xp installation, or should I
wait until all my programs are installed and then apply SP2?

I would suggest creating a slipstreamed version of Windows XP
with SP2. Otherwise, install SP2 before installing your programs.

Either one of the following utilities makes slipstreaming
(integrating) SP2 into Windows XP a breeze:

I would install XP, then SP2, then the programs.

But if I was willing to go to the point of a new install,
I would try to update to SP2 first. You have nothing to
lose.

SP2 immediately. Best from a 'full' version downloaded in advance (or
wait for a CD), before you even connect to the net. But I would suggest
getting that download and giving it a try at a upgrade first.

Better to slipstream. I have no problems whatsoever on my system after
reinstalling everything with XP SP2 slipstreamed, actually 3 major problems
were even solved.
