I have two problems that I would like to resolve.

1) When I try to shut down Windows using the "turn off"
dialog box, instead of shutting down properly, Windows re-
boots as if I had chosen "restart".

2) When I use a certain screen-saver (Atari Anniversary
Edition -- Tempest), Windows power saving feature doesn't
work. The screen saver keeps displaying constantly,
instead of going into standby mode. This problem is
resolved by using one of windows default screen savers. Is
there any way to fix this issue so that I can use the
screen saver and still have the functionality of the power
saving feature?

you may have eroneous registry entries. Try using a
registry checker/cleaner,followed by a restart. Then try to
shut down the PC. Also you may need to defrag the C: drive.
as well as run check disk to repair any corrupted or
disconnected folders.
