I am having trouble deleting the index.dat file in
document & setting\owner\cookies folder. I have deleted
all others except this one. It keeps telling me I can't
delete it because its being used. Are there attributes I
must remove or do I have to get out of the XP environment
to a dos environment to delete it?

You can't delete it. !
However, you can clear it by Using Pop Up Stopper Pro from panicware (It has
extra functions).
Clearing it requires a reboot.

index.dat, temporary internet files, MRU streams, and some other
