Moving desktop Icons post SP2

Unable to move desktop icons to another location on
Desktop. When I click to Drag it, it creates a Shortcut,
not moving the Icon. I have to Rt Click and drag, then
Click MOVE.

what security issue does THIS fix?!

I don't have any problem moving desktop icons on any of the three XP
boxen here, all with SP2. Do you have any of the "align to grid" or
automatically arrange options checked? Right-click on an empty area of
the desktop and look at your icon settings.
