Window Xp SP2 restarts after shutdown

After installing XP2, computer starts up even when it has been sutdown. I
have followed instructions that were posted in KB 878474 but I do not find
Mpegport.sys file. I do not want to remove SP2. Is there a way to check what
is causing it to restart or will it be wise to disable DEP? If so,how? My
processor is AMD64 and OS is WinXP Home,32 bit.
