links in Outlook

When I click on a link that I receive in my e-mail in Outlook Express, I go
nowhere. Can anyone help?

Go to Start > Run and type: REGSVR32 URLMON.DLL , and hit enter.
Click OK and reboot your computer. =20
Next, go to: IE/Tools/Internet Options/Programs/Reset Web Settings.
