These folders contain uninstall information for the
Windows update/hotfixes you have installed as part of
Windows Update. They will be required if you later want
to uninstall those updates. If you are sure you wont need
to uninstall them in future, you can delete those
folders.
You may also try moving them to a different drive. Even
in this case you will not be able to uninstall the
updates.
