xp sp2 firewall keeps resetting itself to off

after a reboot or a startup i get the red shield that says the firewall is
off? huh? i never shut it off and i have to keep going back in to reset it

how do you fix this?

Click on start--control pannel--administrative tools--services--double click
on windows firewall services and set the status on automatic
