You need to stop all of norton stuff in services.msc
No need to disable just stop them.
Also stop your firewall as well.
Make sure you disconnected from the internet as well.

I tried your suggestions, couldn't find uninstaller in Services.msc, it
appears the backup of the registry went a little further than previously but
it still locked up

Make sure you are disconnect from the internet.

You don't uninstall or disable the services. You stop them.
Double click on one ot the norton service. On the general tab. You
will see a stop button. Press it. Then click ok. Now do that for
all other Norton services and your firewall if you have one. Now
install xp sp2.

Xp sp2 Security Center may not recognized that Norton is installed or
not know it status. It also, may not recognize your firewall. You
may have a third party firewall like zone alarm. Just disable it in
the notification in the security center control panel.

Hi

Some log files you can check for any clues or error messages:

%windir%\Svcpack.log
%windir%\setupapi.log

(%windir% is typically C:\Windows)

I would guess it is a permission issue on one or more registry keys.

You will most likely need to enable Verbose logging to see what keys
have a problem.

More about this under the "Access denied" section here:
