Access to attachments in my e-mail, Outlook Express

I cannot open several attachments in my Outlook Express
system. I receive an attachment to a message, I hit the
paper clip shown, small drop down shows, not fully
highlighted, I click on it, nothing. I double click on
the address and a message comes in at that area, yellow
background with this message--"OE Removed access to the
following......
Having a problem clearing this matter. Have not found
the answer, so far, in my help systems. Can anybody help
me on this matter?

In OE, Tools>Options...>Security tab. Near the top, unmark "Do not allow
attachments to be saved or opened..."
