XPSP2 restarts and restarts and...

I loaded SP2. The machine would not start afterwards. I
was in the process of uninstalling SP2 per knowledge base
article 875355. I got through the recovery console
commands and removed the cd. Now XP keeps on restarting,
never booting all the way up.

May be a time for clean install.
