I use a laptop (with Windows XP Tablet edition) both at home with a
workgroup home network and at work logging on to a domain. I set up my file
sharing at work so that only I have permission to access my files from
another computer. When I got back home and connected to my workgroup, I can
no longer access the laptop from my home computer. I'm getting an error
that I don't have permission. On the laptop the option for permissions
isn't there anymore, it only shows up at work connected to the domain. How
can I get to the permissions and better yet, what's the best way to set it
up for both locations?

AFAIR the solution is to set up a second hardware profile.

This is a 2 step process.
First...Disable simple file sharing.
Open any folder>Tools>Folder Options, Select the View tab and scroll all the
way to the bottom of the "Advanced Settings" section and remove the
checkmark from "Use simple file sharing"
Second. Create an account on the laptop the matches the account you use on
your home desktop that you try to access the laptop from. The usernames and
passwords must match exactly on both computers.
Now just use the security tab you have been looking for to grant the newly
created user access to the files on the laptop and all should be AOK

But don't you have to supply a workgroup name, and doesn't that remove or
disable the domain log-in?

Nope, effectively all it does is make the security tab visible when not
connected to the domain. The only other thing that may have to be done is
to choose the local computer when logging on as opposed to the domain login
which caches logins locally if domain policies allow it.
Workgroup name does not matter at all, in fact is is not even needed as the
files can be accessed using \\server\share from the run line and so long as
user\passwords match, it will allow access.

someone other than a user of my computer to see it on the network?

Yes, but they must have a user account on the system that the share is on
and that account information must match the account information of the
computer they are using. That account must also be given the proper
permissions to the share which would be at minimum Read, List Folder
Contents, and Read and Execute,
