Hello, I am running XP Pro, and I have noticed an extra desktop icon, of the
type I am not familiar with.
It has the notation under the icon thus ~ ( a tilde ~)

I can delete it but it reappears the next time I restart my computer.

When I try to open the file, it opens the Explorer window and defaults to
the following web address, which cannot be found.
http://shell.windows.com/fileassoc/0409/xml/redir.asp?Ext=YÄAY

Can anyone tell me what it is and where did it come from?

It's a copy of your address book. It's appearance is a small bug that is a
side effect from installing one of the Windows XP Updates. Microsoft
is aware of the problem and this should be fixed in one of the
upcoming updates. Meanwhile, it is safe to delete the ~ file.
