I see this growing list of folders in my windows directory, can I delete
these safely?... and what are they?

Hi vpenoso,

They contain uninstall information for each installed hotfix (from the
WindowsUpdate site). They are not necessary for normal operation, they are
there in case you need to uninstall a hotfix (perhaps one has caused a
conflict for you). If you are happy with the updates, you can simply delete
the folders. I suggest you wait about a month after installing for each one,
just in case.

After deleting, go to the Control Panel/Add & Remove and select that hotfix
for removal. You will get an error message followed by a prompt to remove
the hotfix from the listing. You can automate this whole process with a tool
from www.dougknox.com under the WinXP Utilities.
