SP2 won't let me lower browser security.

Since installing Service Pack 2 for my WinXP Pro, any change I make to
my Web browser security settings gets reset back to "Medium."

For example, I want to view films on atomfilms.com. It tries to
install a codec which I personally trust, but I get a message:

"Windows has blocked this software because it can't verify the
publisher."

And that's it. No option to go ahead and accept it myself. I trust it,
I know what it's for, who it's from, and how it's used, but Windows
won't let me let it go through.

I tried to turn off Firewall, but of course that changed nothing as
it's a browser security issue. And like I said, I try to lower my
browser security options and it warns me that the best setting is
"Medium" and auto resets it to Medium without giving me the ability to
override it.

Any suggestions?

microsoft believe they can help people by this way...........
why don't you believe them????????????????????????????

Netscape??! =P
No, I'll never use Netscape. However, I do use Mozilla Firebird (I know,
Netscape uses the same Gekko engine...but it's a matter of principle.) And
the same thing happens on Mozilla!
So obviously it's something beyond just the browser, and Windows interfering
with the program.
And it may be bypassing the browser altogether and simply affecting the
lowest common denominator: the Media Player.
I still would like to be able to manually change the browser security
settings.

Here you go

Control Panel-Internet Options-Security
Remove the site from the trusted zone.
Change the trusted zone back to it default settings

Now Change to the internet zone.
Click on custom level

Automatic prompting for activeX control
Check enabled

Scroll down.
Automatic Prompting for file downloads
Enabled.

Control Panel-Intent Options
On the advance tab uncheck
"Check for signatures on download program"-This is risky
