I have had this file appear in my documents it is ~. it has no extension
and when I open it with note pad, it appears to have information from my
address book. Can anyone help?

It can be deleted, it's simply a copy of your address book as you already
know.

It's a result of a recent patch from MS. They know about it, but at the
moment there is no fix. just delete it.
