I have 4 users on my Win XP Pro system, I want to have one log off, but
leave programs running and have a new user log-on.
It seems that when one logs off then everything that user was doing is
halted and shut down.. I thought XP Pro was multi-user, multi-task OS?

If so how can this be done?

TIA

When you log off: from the log off dialog, choose switch users

If you click "change the way users logon and off" and then enable fast
user switching in the User Accounts control panel, you can leave a
user's programs running and switch to another logon and then switch back
to the original user, who will find all programs running as before. This
takes a lot of memory, so doesn't work well on memory-starved setups.

Use fast user switching and don't log folks off, just switch the console
around.

I have a 1.2 ghz cpu, 640 meg ram, and two 30mb hd's.. plus a few other ods
and ends.
Thanks for the setup link, and that was enabled, and the reason I asked is
that one user, has a dial in modem that has a software
voice mail.. well if that user is not logged on, and another user is, the
phone never answers...
Even though it shows the task active, is somehow is suspended..

TIA

That is correct. If that user starts that program, that program will be
suspended while that user is switched out.

You need a voicemail program that runs as a service, independently of
any user account.
