language bar

Hi
I have a user that has XP pro and is on a domaine but
logs on to his computer as an local admin but not on the
domaine.
The problem is that I cannot access the language bar
option via "Regional and language
Options/Language/Details/Preferences/Language Bar(is
greyed out)" .
If I log in as Administrator on the local machine I don't
have that problem....so it a user rights problem.....??
