I have a suggestion:
-right click "my computer" > properties > select advanced
> click the last settings button (the one under start-up
and restore settings) > uncheck the box in front
of "automatically restart".
I may be a little different when you do it, but that's
because I'm using the dutch version of XP and have to
translate everything windows is saying on my side
