Have you been fiddling around with System Configuration Utility (msconfig)?

Sounds like the Plug and Play Service has been stopped.

MSCONFIG is meant to be used for trouble shooting and other than that,

you should be operating with it in "Normal Startup - load all device drivers and services".

START > RUN > msconfig

Confirm that System Configuration Utility is in "Normal Startup - load all device drivers and services"

Restart if you have to put it back to "Normal Startup - load all device drivers and services"

START > RUN > services.msc

Confirm that Plug and Play service's Startup Type is "Automatic" and that it's Status is "started"

Check Device Manager again (START > RUN > devmgmt.msc)

If you have some issue that only shows up when running MSCONFIG in "Normal Startup" then

you need to address that issue as per what non Microsoft service or Startup item is causing the issue.
