In XP, my icons are invisible as I drag them about the
desktop - it is only when I release the mouse button that
the icon jumps from the old to the new position.
All other PC's I have seen have icons which are semi-
transparent when carrying out this procedure.
How do I make the icon visible as I drag it? Is there an
option to turn it on somewhere?

I believe you can find what you want by going to Start/Settings/Control
Panel/Display/Appearance/Effects. Place a check mark in "Show window
contents while dragging".

Have done and "Show window contents while dragging" was
already ticked.

I had the same problem on XP on a Dell Inspiron 600m.
The only way I have found to fix it is to go to System - Advanced -
Performance and turn off three of the window items:
"show window contents while dragging"
"smooth edges of screen fonts"
"use drop shadows for icon labels on desktop"
There must be other combinations that work and probably another fix but
....
