Netscape won't launch

I just installed Windows XP on a hard drive that used to
run Windows ME. I did a complete install, wiping the hard
drive clean and installing XP from scratch. Then I
downloaded Netscape 7.1, but it won't launch. I tried
rebooting. Nothing. Every other application I installed
works except for Netscape. Hmmmm...

Maybe a netscape newsgroup might know the answer.
