Login Problem

I deleted a active x control which I was to believe was an
annoying IE plugin. I shut down my pc as usual. Then the
next time I started it up everything loaded fine untill I
got to the blue windows login screen. Now I have a
problem. The login windows its self does not appear at all
which means in turn I cant get access to my pc.. I have
tried to start it in safe mode but got the same results.
Has anyone any ideas to rectify this please?
