Cannot install Tweak UI - Entry Point Not Found

I wish to install Tweak UI on my PC running XP Pro.
However, whenever I try to run the installation, I get
the following error;

TweakUiPowertoySetup[1].exe-Entry Point Not Found
The procedure entry point GetDllDirectoryW could not be
located in the dynamic link library KERNEL32.dll

Anyone know how I can fix/get around this?

The version that is on Microsoft's site only works if you have SP1 installed
(or are running Windows Server 2003).
