Please do not use uppercase when posting to a newsgroup, it is considered
shouting and is more difficult to read. On your desktop bring up your
address book and click on Help, About Address Book. That will give you the
location of the .wab file. Copy that file to your laptop and then on the
laptop in OE click File, Import, Address Book and point to that file you
copied.

First of all, please unstick your CapsLock key. Posting in all
caps, as you have done, is the Usenet equivalent of shouting, and is
considered very rude by many people. More importantly, posting in all
caps makes the post very hard to read, further reducing your chances
of getting help.

On the desktop PC, in OE, File > Export > Address Book.... Copy
the file to a floppy or other removable media common to both
computers. On the laptop, in OE, File > Import > Address Book.... and
point it at the disk containing the file exported above.
