Start menu

Hello, recently whenever i try to right click on my start
menu a grey box flashes up for about a second then
disappears, then nothing happens, anyone know what might
be causing this or how to get around it, if not how about
alternate ways of customizing the "all programs" part of
the start menu?

Click on start, then right-click the bottom of the display (where it says log off),
properties.
