If one deletes this file, what can one expect to happen?
If replacing the file is necessary, does one have to
reinstall the whole Windows XP program or only that one
file?
If just that one file, where do you find it and how do
you install it and where to?

Unless you debug Java applications, you don't need the file. XP will run
just fine without it. If you want the file back, you would expand a new
copy from the XP installation files or copy it over from another XP
machine to yours. It is usually located in the System32 subfolder inside of
your Windows folder.
